CRITICAL BOTTLENECK: The 'Doha/Qatar Requirement'. As of October 1, 2025, the Embassy of Finland in Islamabad does NOT process Residence Permits for studies. Pakistani students MUST travel to VFS Global in Doha, Qatar, to provide biometrics and verify their identity. You will need a Qatar visit visa to complete this step.
1. Joint Application (Studyinfo.fi)

- Apply via 'Studyinfo.fi' during the 1st Joint Application (usually Jan 7 – Jan 21).
- You can choose up to 6 programs using a single application form.
- Prepare your English proficiency (IELTS 6.5 or Duolingo/PTE as per university).
- Upload transcripts legalized by HEC/IBCC and MOFA (Apostille).

2. Admission & Tuition Payment

4. Biometrics Trip to Doha, Qatar

- Book a Qatar visit visa and an appointment at VFS Global Doha.
- Travel to Doha to prove your identity, provide fingerprints, and show original documents.
- Apply for a 'D-Visa' simultaneously. This is a sticker in your passport that allows you to fly to Finland immediately after the decision without waiting for the plastic RP card.
Critical Points:
- vfs fee: Approx. €20 service fee + Migri application fee (~€350 if not paid online).
- d visa fee: Approx. €95 - €120. Highly recommended for Pakistani students to avoid a second trip or long courier waits.
5. Processing & Decision

6. Arrival & City Registration
